HOMER is a strategic project of the MED Operative Programme that focuses on the theme of Open Data (OD), a world-wide policy that contributes, among others, at making available and exploitable Public Sector Information (PSI).
 
On 31st of march 2015 HOMER comes to its closure, as the duration of the project established by the Managing Authority of MED Programme is 36 months since the starting date, that was on 1st of april 2012.
 
Involving 19 partners of 13 Regions in 8 European countries, the overall goal of the project has been to contribute to unlock the full potential of the Public Sector Information in the Mediterranean space, by contributing to make the all area a competitive territory, able to match global competition and to ensure a sustainable growth and employment for the next generations. In line with the EU Digital Agenda, HOMER seeks to facilitate the wider deployment of PSI in Spain, Italy, France, Malta, Greece, Slovenia, Cyprus and Montenegro, enabling their public governments to better address the legal, cultural and technological challenges linked to PSI.

Presentation of HOMER in external event
On the 26th of March 2015, a dissemination event was organized in Heraklion, Crete, having as a topic “Utilization of Free Software Open Source Software Technologies in the thematic areas of Tourism, Public Administration and E-learning”. The event was organized by the University of Crete for the national (NFRF ESPA) project “FOSS Units of Excellence”. University of Crete HOMER team made a presentation about experiences and results of the HOMER project. The whole event was also broadcast live.

AN INTERVIEW WITH GEOSTEP TEAM
Homer project and APPS4EUROPE organized Business Lounge in Turin on 9th July, where the 6 winning projects developed during the Hack4Med organized in Andalusia, Piemonte, Veneto, Crete, Montenegro and Corse were presented to the audience.
 
The HOMER project transnational winner was application Geostep, from Montenegro, and they were awarded with the possibility to access to the 2015 Future Everything Festival (http://futureeverything.org/) in Manchester. On that event, selected projects from the different business lounge organized in all Europe pitched their ideas to a panel of startup funding specialists.
 
Montenegro partner makes an interview with representative of Geostep team, in order to hear its impressions about this international event:
 
Q: Can you explain concept of competition that was held in Manchester?
A: Actually, it was APPS4EUROPE Business Lounge, which was part of Future Everything Festival. There were 13 different apps from all Europe, and we all had 3 minutes to present our idea. After pitching session we had 20 minutes session alone with judges, to answer their questions and introduce them with implementation details. At final ceremony judges announced overall winner.

RESULTS AND OUTCOMES FROM THE HOMER PROJECT IN CRETE
The University of Crete organized the event entitled “Open conference on Open Data: Results and outcomes from the HOMER project” at the Chania Chamber of Commerce and Industry premises (Crete) last 2 March. 
 
In this context, representatives of public and local agencies and organizations, educational institutions, businesses, and citizens had the opportunity to learn, discuss and exchange views, ideas and experiences on open access and re-use of public sector information, the benefits of openly available data, open source software and the essential contribution of technology to the use of open data for the development of innovative tools and services. 
 
The event included presentations from the University of Crete team, regarding the activities and outcomes of the European Project HOMER, the new version of the Crete Open Data portal as well as two pilot applications that were developed in the context of e-Participation activity. Also, there were speeches presented by the Region of Crete, the Agrotourism Union of Crete, GFOSS and the Informatics counsellor for the 2nd degree education in Chania. Aragon Open Data Portal, member of the HOMER project federation, has been awarded as the best public open data initiative with involvement of society in Open Knowledge Foundation Spain Awards celebrated last February 21th in Madrid, coinciding with the celebration of the World Day of Open Knowledge. It is an award to recognise biggest contributions in Open Knowledge, Open Data and Transparency. The judges felt that Aragon Open Data Portal reflects innovation and high level of transparency to serve the users and the extensive use of open data with an intuitive, dynamic and engaging interfaz.

THE CONFERENCE "OPEN DATA IN ITALY AND EUROPE", HELD IN CAGLIARI, CAME TO AN END
The conference called "Open Data in Italy and Europe", held in Cagliari on February 3 and 4, came to an end. The event, organized by the Regione Autonoma di Sardinia within the framework of the international project HOMER, gathered more than one hundred people among whom there were HOMER partners as well as high-level regional policy-makers and international stakeholders (researchers, private sector, civil society and higher education staff, among others).
 
At the opening session, the competent authorities of the host region highlighted the importance of Open Data in the implementation of open government and participatory democracy.
 
Meanwhile, HOMER partners presented the project milestones with particular emphasis on the need to undertake future actions in order to capitalize the results, continue with the initiatives already started and promote supporting the HOMER Federation through the adhesion to the Manifesto. In addition, the representatives of HOMER partner regions presented interesting Open Data initiatives which have already been developed by their regional administrations.
 
The role of Open Data and its contribution to the processes of participatory democracy were issues approached by different specialists from the private and public

The Conference entitled “Open Data in Italy and Europe” will be held next February 3-4 in Cagliari (Sardinia, Italy) and will be focused on the Homer project results, lessons learnt and future development.
The event will bring together Homer consortium and high-level policy-makers, other international stakeholders such as researchers, members of different research and education networks, the private sector, civil society and higher education staff. 
Homer partners will present the HOMER project and its results, open data models-public administrations use cases and the future developments in terms of transparency and data quality, economic sustainable and new proposals. In addition, HOMER Manifesto which sets the basis for the use, treatment and formatting of open data and Public Sector Information in order to guarantee public transparency and help citizens take decisions, will be presented in order to encourage the public to adhere online.

The HOMER project has developed a Manifesto which sets the basis for the use, treatment and formatting of open data and Public Sector Information in order to guarantee public transparency and help citizens take decisions.
The objective of this Manifesto is to create a definition of a global MED strategy for the HOMER Open Data (OD) Federation, in a global work to focus on the capitalization of results of the project itself.
In general terms, this Manifesto strives to identify the benefits, obstacles and necessary measures for wider deployment of OD.

Governments, public agencies, national departments and other public organisations, regularly collect important corpuses of data in order to conduct their activities; data that is usually handled as a simple repository of information at hand of the responsible authorities. However, we believe that this data should be made available to the citizens, in order to create additional value and benefit from its innovative potential. Open data is fundamental to guarantee public transparency and help citizens take decisions and only by establishing the conviction, and setting the necessary measures, to guarantee that public data is made open, reusable and easily available will civic engagement, economic activity and public trust be enhanced.

Homer Project presented DURING the LAPSI 2.0 Final event in Brussels

LAPSI is The European network for high-level policy discussions and strategic action on all legal issues related to the access and the re-use of Public Sector Information. It is a Thematic Network funded by the European Commission under the Competitiveness and Innovation Framework Programme 2007-2013.

Last 28th of November, LAPSI 2.0 final event was held in Brussel, with a rich agenda in terms of contributions from experts on various topics. In the panel discussion “EU Projects Co-Cooperation, Present and Future”, six European projects have been presented, including HOMER, by CSI-Piemonte partner.

The meeting focused on findings and recommendations concerning the remaining legal barriers and obstacles to access and re-use of public sector information (PSI) on the European content market, and proposed measures and tools to stimulate the progress of the European market towards open data. The event was attended by the partners of the Lapsi 1 and Lapsi 2.0 projects plus partners from EVPSI project (Extracting Value from Public Sector Information:
